Digital Sovereignty
Digital sovereignty describes the ability of a state, public institution, organisation, or society to act independently in the digital domain while remaining connected to global networks. It includes governance, law, data, operations, technology, markets, supply chains, and skills.
The relationship between this concept and technological sovereignty depends entirely on the chosen perspective, as the two terms are often intertwined:
- From a governance and societal perspective, digital sovereignty is the broader framework. In this view, technological sovereignty is a vital sub-component focused specifically on controlling the underlying technology stack, such as infrastructure, cloud, platforms, semiconductors, software, AI systems, and critical dependencies.
- From an industrial and engineering perspective, technological sovereignty is the foundational and broader concept. This view argues that digital capabilities cannot exist without the physical layer, making technological sovereignty the enabler of the entire spectrum of scientific research and hardware manufacturing, while digital sovereignty handles the application layer of data, internet regulation, and software ecosystems.
